What the Hwacheon Sancheoneo Ice Festival could look like in 2027, what is still unconfirmed, and how to plan from Seoul

Will the Hwacheon Ice Festival cost more next winter?

Possibly on paper, though not necessarily in your wallet.

On 2 October 2026 two Korean outlets reported that Hwacheon County is considering raising the adult Sancheoneo (mountain trout) ice-fishing experience fee from 15,000 won to 25,000 won, while handing back 15,000 won in local farm-product vouchers and Hwacheon Sarang gift cards, so the visitor’s net cost would stay at 10,000 won.

That is the headline, and it is still an idea, not a decision.

The county held an idea meeting on 1 October 2026 where more than 100 proposals came in, and neither report gives the 2027 festival dates.

I wrote this guide so you can plan around what is firm, what is estimated, and what you should check on the official site before you book anything.

AT A GLANCE
Festival: Eoreumnara Hwacheon Sancheoneo Ice Festival (organizer: Sancheoneo Ice Festival Foundation NARA)
2026 edition (official): 10 January to 1 February 2026, 23 days
2027 dates: not confirmed in the sources I found; one calendar lists 9–31 January 2027 but says its details are based on 2026
Info line: 1588-3005 · Official site: narafestival.com
Fee proposal for 2027: 25,000 won, 15,000 won returned as vouchers, net 10,000 won (not final)

SECTION A

Dates: what is firm and what is a guess

The festival is held on the frozen Hwacheon stream in Hwacheon-gun, Gangwon-do, and the Ministry of Culture, Sports and Tourism has selected it as a global festival.

The organizer’s page for the 2026 edition gives 10 January (Saturday) to 1 February (Sunday) 2026.

A separate travel site published in April 2026 gave 3–25 January for the same year, so sources can clash, and I trust the organizer’s own page first.

For 2027, treat any date as an estimate until the county posts it.

The festival needs thick river ice, and one travel guide says at least 25 cm, so a warm winter can push back the opening.

My practical advice is to pencil in the second and third weekends of January, hold off on non-refundable hotel bookings for a few weeks, and check narafestival.com or call 1588-3005.

SECTION B

What the new fee would mean in plain arithmetic

Until now the Sancheoneo experience fee has stayed at 15,000 won for more than ten years, and visitors received a 5,000-won local farm-product voucher in return.

Under the proposal, an adult would pay 25,000 won and receive 15,000 won in vouchers and gift cards.

  Now (reported) Proposed 2027
Adult fee 15,000 won 25,000 won
Returned as vouchers 5,000 won 15,000 won
Your net cost 10,000 won 10,000 won
Spent locally 5,000 won 15,000 won (3×)

The county head, Kim Se-hoon, was quoted as saying the goal is a festival where people who spend more can enjoy more.

The catch is that vouchers only help if you actually spend them in town, so budget for farm products, snacks or souvenirs before you leave.

Because this is a proposal, the numbers could change, which is why I would not quote 25,000 won to anyone as final.

SECTION C

What you can do there

The official 2026 programme lists Sancheoneo ice fishing, a snow sleigh ride, lantern displays, a street festival, ice sculptures by sculptors from the Harbin Ice Festival, and what it calls the world’s largest indoor ice sculpture plaza.

It also mentions Santa and elves from Rovaniemi, Finland, and perks for people who stay overnight in Hwacheon, including free park golf, night fishing and weekday ice fishing.

The 2027 reform ideas include laser and drone night shows, a Finnish-style floating sauna, a large igloo ice café, an LED sky-lantern event and a festival history street.

Treat these as maybes, since the reports describe them as early-stage proposals.

One travel site reports separate prices for extras: ice fishing at 15,000 to 18,000 won per rod, bare-hand fishing at 10,000 to 13,000 won, and a sled park at 5,000 won.

Those figures come from a single secondary source with affiliate links, so confirm them on the day.

SECTION D

Getting there from Seoul

Hwacheon has no train station, according to a travel guide published in April 2026.

That guide lists a direct express bus from Dong Seoul Bus Terminal taking about two hours for around 15,000 won each way, or the ITX-Cheongchun train to Chuncheon followed by a bus of about an hour.

Guided day tours run roughly 15 hours and cost 90,000 to 130,000 won.

I could not verify festival shuttle details, so ask on 1588-3005 before relying on one.

SECTION E

Where to stay, and how far ahead

Lodging in Hwacheon is limited to small motels and pensions, and the same guide suggests booking six or more weeks ahead.

Chuncheon, about an hour away, has hotels at roughly 70,000 to 120,000 won a night during the festival.

If you want the stay perks mentioned by the organizer, book in Hwacheon itself, and ask the property which perks apply to your dates.

SECTION F

A day plan and a smarter overnight plan

DAY TRIP. Take an early bus from Seoul, register for activities before 10:00, fish, eat, then see the lit ice sculptures after dark if the schedule allows. You will be back in Seoul late, so check the last bus first.
OVERNIGHT. Arrive the afternoon before, sleep in Hwacheon, and take a weekday morning slot, when queues are shorter. You also keep your evening free for night fishing, if offered on your dates.

Dress for deep cold: the same guide quotes typical daytime highs of minus 5 to minus 10 degrees Celsius and overnight lows of minus 15 to minus 20.

Pack thermal layers, waterproof gloves, insulated boots, and hand warmers, which it prices at about 1,000 won at convenience stores.

Many vendors reportedly take only cash, so carry some.

SECTION G

Is it worth it, and who should skip it?

The festival is loud, crowded and cold, and that is also its charm.

If your idea of a winter trip is a quiet onsen, you may prefer a different weekend.

If you like watching a whole town gather on a frozen river, eating hot snacks and trying something you cannot do at home, the experience fee is small next to the story you take back.

Families with children can use the sled park and ice slides, while bare-hand fishing has a minimum age according to the travel guide, so check before you promise it to a teenager.

Travellers with limited mobility should know that walking on packed snow and ice is tiring, and the cold drains phone batteries quickly.

BOOKING CHECKLIST
1. Confirm dates on narafestival.com or 1588-3005
2. Book Hwacheon lodging first, since beds are scarce
3. Choose a weekday if you can
4. Check the final fee and the voucher rules
5. Plan how to spend the vouchers locally
6. Pack cash, warm layers and a power bank

About the vouchers: the reports name farm-product exchange vouchers and Hwacheon Sarang gift cards, which are a local payment tool meant to be spent inside the county.

Ask at the ticket counter where they can be used and whether they expire, because those rules were not described in the articles I read.
